Born in northwestern Shanxi province, Yin earned a master’s degree in radiation physics from Xidian University in 1989 and worked for three years at Taiyuan University of Technology.
He then began his doctoral studies at the Academy’s Institute of Electronics and received his PhD in electromagnetic theory and microwave technology in 2005.
Yin worked at the institute for almost 10 years after graduating, working his way up from researcher to director.

In 2008, he was promoted to Vice-Rector of the Academy, and in 2015 to Vice-Minister of the Ministry of Science and Technology, with responsibility for high-tech development and international cooperation.
In 2017, Yin was appointed deputy mayor of Beijing after being praised by her boss, Cai Qi, then Beijing party secretary, for her expertise in scientific research and technology management.
Tsai said Yin had a broad mindset and a strong sense of reform and innovation, and played an important role in filling gaps in China’s science, technology and military equipment sectors, state media reported.
Yin also served as a government official in Tianjin before returning to the academy and becoming deputy party secretary in 2020.
The Ministry of Science and Technology plays a central role in promoting China’s technological independence.
Following a major overhaul announced in March, many of the ministry’s branches and responsibilities were handed over to other ministries with specific expertise in areas such as rural and social development.
This reorganization has enabled the department to focus on broader design and coordination of science and technology.
According to a plan released by the Party Central Committee in March, the ministry now reports directly to the Party and is contributing to improving the Party’s “intensive and unified guidance” activities in this area.
